Política habitacional urbana de interesse social da União: avaliação e ações de complementação no Rio Grande do Sul

Resumo

Este artigo apresenta dois objetivos. O primeiro é apresentar um panorama das contratações, das conclusões e das entregas das habitações por modalidade do programa Minha Casa Minha Vida (MCMV) no Rio Grande do Sul, no período de 2009 a 2015, com a finalidade de avaliar qual das modalidades é a mais eficiente. O segundo objetivo é analisar a participação do Governo do RS na política habitacional urbana de interesse social do Minha Casa Minha Vida, por meio de informações relativas a dois dos critérios de priorização do Programa: a contrapartida financeira e a doação de terreno. Mediante análise quantitativa simples, é possível perceber que, a princípio, a modalidade Empresarial-Faixa 1 tem a maior taxa de conclusão e de entrega de moradias, isto é, no quesito velocidade, é a mais eficiente. Porém, se na modalidade Entidades são separados apenas aqueles empreendimentos que se realizam em uma única fase e que possuem participação social desde o início do projeto, essa modalidade supera a Faixa 1. Ou seja, nesse caso, a participação social não torna os processos mais lentos. Quanto às contrapartidas, elas são muito restritas na Empresarial. Já na Entidades, cerca de metade das habitações contratadas contaram com financiamento do Governo do RS. Por fim, em relação aos terrenos doados pelo Governo do Estado, maior número e área foram disponibilizados para a Faixa 1, ainda que sejam poucos, considerando-se a totalidade dos empreendimentos. Na modalidade Entidades, metade dos empreendimentos contou com doação dos governos estadual ou municipal. Portanto, mostra-se que políticas com participação social podem ser eficientes quanto à velocidade das entregas e que o Governo do RS investiu recursos significativos, por diferentes vias, nas habitações de interesse social do MCMV.

Social urban housing policy of the Federal Government: evaluation and complementary actions in the State of Rio Grande do Sul

Abstract

This article aims to show an overview about the hiring, completion and delivery of housing projects by mode of the Minha Casa Minha Vida (MCMV) program, from 2009 to 2015, in the State of Rio Grande do Sul (RS), in order to assess which mode is more efficient. Moreover, the article aims to analyze the participation of the State Government in federal urban housing policies of social interest, represented here by the MCMV, through information analysis related to two Program prioritization criteria: financial contribution and land donation. Through simple quantitative analyses, it is possible to realize that, at first, the Business mode has the highest rate of completion and delivery of housing, i.e., when delivery speed is considered, it is more efficient. However, if, in the Entities mode, only those projects that happened in one phase and count on social participation from the start are considered separately, this mode outweighs the Business mode. This means that, in this case, social participation does not make the processes slower. Regarding the financial contribution, it is very restricted in the Business mode, whereas in the Entities mode about half the dwellings contracted relied on additional donation from the State Government. Finally, in relation to land donated by the state government, more numerous and larger areas were made available to the Business mode, although they were few taking into account the total number of projects. Out of projects contracted by the Entities, half of them included land donation from the state or the municipal government. Therefore, it is shown that policies with social participation can be effective with regard to the speed of delivery, and that the Government of RS has invested, in different ways, significant resources in the social housing of MCMV.
