Universalização do abastecimento de água versus a construção tardia dos sistemas de esgoto na RMPA (2000 a 2014)

O texto analisa os indicadores de saneamento básico nas cidades da Região Metropolitana de Porto Alegre 2000 e 2013, destacando a importância dessa infraestrutura para a salubridade ambiental e investigando a universalização dos serviços, a capacidade de atendimento dos sistemas de agua e esgoto, os investimentos realizados pelas prestadoras e outros indicadores. O trabalho examina os resultados das políticas governamentais e revela que o segmento foi alçado como prioridade na alocação dos novos investimentos, bem como a existência de um elevado déficit de serviços na região. Também alerta para a gravidade dos despejos das águas poluídas diretamente nos arroios, rios e lago Guaíba.

Abstract
This paper analyzes the basic sanitation infrastructure indicators in the cities of the Metropolitan Area of Porto Alegre between 2000 and 2013, investigating the universal service, the service capacity of water and sewage systems, the investments made by operators and other indicators, taking into account the importance of this infrastructure for environmental health. The paper examines the results of government policies and reveals that the sewage systems of the municipalities were ranked as a priority for the allocation of new investments, and points out that there is a high deficit of sewage services in the region. It also alerts to the seriousness of dumping polluted water directly into rivers and Lake Guaíba.
