O cenário da habitação informal e da regularização fundiária em Porto Alegre/RS

A ocupação irregular de espaços, pela população de baixa renda, é um problema inerente à urbanização, especialmente nas grandes cidades, onde essa população, sem condições financeiras de se inserir formalmente no mercado imobiliário, acaba ocupando áreas impróprias e que apresentam restrições de uso. Como em grande parte das cidades brasileiras, em Porto Alegre, a informalidade atinge uma parcela significativa da população que reside em áreas irregulares. Diante dessa problemática, o objetivo desse trabalho é mapear os núcleos de ocupação irregular em Porto Alegre, a fim de criar um panorama da informalidade fundiária na Capital. Verificou-se que as ocupações irregulares, em Porto Alegre, estão distribuídas ao longo de todo o território da cidade, que é bastante segregado e recortado, com predominância das favelas nos bairros de menor renda média da população.

Abstract
The irregular occupation of spaces by the low-income population is a problem inherent to urbanization, especially in big cities, where low-income people, without the financial means to formally enter the housing market, end up occupying unsuitable areas which present restrictions on their use. As in most Brazilian cities, in Porto Alegre informality affects a significant portion of the population that resides in irregular areas. Given this issue, the aim of this work is to map the centers of irregular settlements in Porto Alegre, in order to create an overview of land informality in the capital city. It has been found that irregular occupations in Porto Alegre are distributed throughout the territory of the city, which is quite segregated and cut, with a predominance of slums in neighborhoods where the population has a lower-income average.
