Ciclos políticos orçamentários: uma análise das despesas em educação e saúde para os municípios do Rio Grande do Sul (2002-12)

Resumo

A teoria econômica compreendeu, nas últimas décadas do século XX, que o comportamento de variáveis políticas é relevante para o entendimento dos ciclos econômicos, na medida em que o governante pode manipular o eleitor por meio de políticas econômicas de curto prazo. A política fiscal tem importância nessa análise por sua adaptabilidade a esferas locais e seu caráter de curto prazo. Este trabalho procura investigar, por meio da análise das contas públicas dos municípios do Rio Grande do Sul, se as eleições municipais afetaram o comportamento das despesas em educação e saúde entre os anos de 2002 e 2012 e se não houve recomposição beneficiando despesas de maior visibilidade. Em segundo plano, procurou demonstrar as influências de outras variáveis políticas. Os resultados obtidos não indicam aumentos de gastos nos anos de eleição, mas uma possível recomposição de despesas.

Political budget cycles: an analysis of expenditures on education and health in the municipalities of the State of Rio Grande do Sul (2002-12)

Abstract

Economic theory understood, in the last decades of the 20th century, that the behavior of political variables is relevant for the understanding of political budget cycles, as the government can manipulate voters through short-    -term economic policies. Fiscal policy is important in such analysis for its adaptability to local levels and its short-    -term feature. This paper seeks to investigate, through the analysis of the public accounts of the municipalities of the State of Rio Grande do Sul, if the municipal elections affected the behavior of expenditures on education and health between the years 2002 and 2012 and if there were any rearrangements to favor higher visibility expenditures. It also tries to demonstrate the influence of other political variables. The results do not indicate increases in expenditures in election years, but point to a possible rearrangement of expenses.
