Mudança estrutural e coeficientes importantes (CIs) no Rio Grande do Sul: uma análise qualitativa de insumo-produto

Resumo

O objetivo deste artigo é verificar a evolução qualitativa da estrutura básica da economia gaúcha de 1998 a 2008. Utiliza-se a metodologia de análise de insumo-produto qualitativa, desenvolvidas por Gosh e Roy (1998), a fim de verificar o padrão da mudança estrutural, os setores dinâmicos, bem como examinar se ocorreu alteração no papel dos setores no período analisado. Os resultados indicam uma mudança substancial da estrutura da economia gaúcha, ocorrendo o aumento das ligações intersetoriais e intra-setoriais da economia. Nesse contexto, o setor de construção apresentou crescimento, tendo um ganho qualitativo, contribuindo para a infraestrutura nacional. Contudo, setores chave como a produção e distribuição de eletricidade e água e a manufatura não apresentaram uma mudança qualitativa substancial. Fato que indica uma possível restrição ao crescimento sustentável do RS.

Structural change and important coefficients in the Rio Grande do Sul: an input-output qualitative analysis

Abstract

The aim of this paper is to investigate the qualitative evolution of the basic economic structure of the economy of the State of Rio Grande do Sul from 1998 to 2008. The method of qualitative input-output analysis and its extensions, developed by Ghosh and Roy (1998), is applied in order to verify the pattern of structural change and the number of dynamic sectors and also to examine whether there was a change in the role of the sectors in the period under analysis. The results point to a substantial change in the structure of the economy of the state leading to an increase in the intersector and intrasector linkages in the period. In this context, the construction sector grew, presenting a qualitative improvement, thus contributing to the national infrastructure. However, key sectors, such as production and distribution of electricity and water and manufacturing, showed no substantial qualitative change, which points to a possible restriction on the state's sustainable economic growth.
