Reflexões sobre a possibilidades do planejamento no setor público - do Orçamento Participativo ao planejamento estratégico

Abstract

The crisis of the traditional planning of economical inclination gets confused with the own crisis of the State. The low capacity to face problems ends up depreciating the democratic system and the social control. The urgent questions take place of the strategic subjects in the leaders' calendar. The own practices of popular sections, lacking of creative political management and of democratic decentralization, they are transferred mechanically and reproduced in the public organizations. The dynamics of short period substitutes the calendar of the structural problems for conjuncture questions and the planning was confined in the space of the academies. A methodological alternative appears in the Strategic Participatory Planning, intensive in administration, resultant in larger government ability; and managerial effectiveness, capable to recover government’s capacity and anchored in the legitimacy of the participatory processes.
