Evolução do mercado de trabalho da RMPA sob o enfoque do Trabalho Decente

Tendo como foco o conceito de Trabalho Decente, desenvolvido pela OIT, o texto tem por objetivo analisar a evolução do mercado de trabalho da Região Metropolitana de Porto Alegre (RMPA), no período 1993-2009, com base nas informações da Pesquisa de Emprego e Desemprego na RMPA (PED-RMPA). Para o exame dos dados selecionaram-se os seguintes indicadores, desagregados por sexo, idade e raça/etnia: taxa de participação, nível de ocupação, jornada de trabalho, tempo de permanência no trabalho, desemprego, informalidade/precariedade, rendimentos, contribuição à previdência e trabalho infanto-juvenil. Os resultados indicaram deterioração do trabalho nos anos 90 e avanços na promoção do Trabalho Decente nos anos 2000, persistindo, no entanto, importantes déficits de Trabalho Decente, o que demanda ações com vistas a superar as desigualdades e a precariedade ainda presentes no mercado de trabalho.

Evolution of the labor market at the Metropolitan Area of Porto Alegre in the decent work perspective
Abstract
Focusing on the concept of decent work, developed by the ILO in 1999, the paper aims to analyze the evolution of the labor market in the Metropolitan Area of Porto Alegre (RMPA) in the period 1993-2009, based on information from the Survey of Employment and Unemployment in RMPA (PED-RMPA). In order to examine the information, the following indicators were selected and broken down into gender, age and race: participation rate, employment level, working hours, length of service, unemployment, informality, income level and social protection. The data analysis indicates, firstly, a deterioration of the labor market during the 1990s, and secondly, a progressive improvement in labor market indicators in the 2000s, expanding decent work conditions among the labor force. Although these positive outcomes, important deficits of decent work still persist, demanding a deep commitment of the public sector and organized social actors in order to overcome the remaining precarious work conditions in an adverse international environment, expanding opportunities of decent work for all.
