Da privatização à (re)estatização do sistema previdenciário argentino

RESUMO
Neste artigo, trata-se do processo de privatização do sistema previdenciário e de sua (re)estatização, vivido pela Argentina no período 1994-2008. Na primeira parte, são abordados o contexto econômico e social do momento em que foram criados os fundos de pensão; os principais argumentos que foram utilizados em sua defesa; sua organização, seu financiamento e sua cobertura; o grau de concentração do mercado onde atuavam; e a composição de sua carteira. Na segunda, são descritas as medidas imediatamente anteriores à extinção dos fundos, que promoveram uma primeira onda de extensão da cobertura; a reforma que deu fim ao regime privado; e as mudanças provocadas pela (re)estatização no redirecionamento dos recursos que antes estavam nas mãos dos fundos, na cobertura e no nível dos benefícios.

ABSTRACT
This paper addresses the privatization of the Argentinean pension system and its (re)nationalization, which took place between 1994 and 2008. The first part describes the economic and social moment in which the pension funds were created; the main arguments for such pension funds, their organization, funding and coverage; the degree of market concentration; and their portfolio composition. The second part describes the measures that were in place immediately before the extinction of the funds — the ones that promoted the first wave of coverage extension; the reform that brought the private system to an end and the changes led by the (re)nationalization in the allocation of resources, once in the hands of the funds, as well as in their coverage and level of benefits.
