A questão regional na aurora do século XXI: os desafios da globalização

Resumo


Brazil has a lasting regional question and shows tensions at the
federal level that look specially sharp in some periods. Behind this, there
is a history of strong socio-spatial inequalities of development, generating
political struggles which even nourish separatist ideas. Economic
globalization implies the possibility of deeper Inter-regional disparities in
the country, affecting more negatively areas distant from the Center-South,
as the participation of regions and groups of territorial social actors in the
related processes tends to be selective. Therefore, globalization looks
like fuel to the country's regional question and federal crisis. The inherent
risk of economic fragmentation and disturbance in both the social cohesion
and the federative order leads to the conclusion that the State has to act
effectively, among other things through regional planning conceived at the
national level. The country's regional diversity ought to be respected and
properly used and the needs of the regional societies have to be
contemplated.
