Abstract

This paper is aimed at investigating the policies of sanitation established by the Government of Rio Grande do Sul, the southernmost state in Brazil, between 1995 and 2002. The text presents the programs, the projects the government actions and the form of public financing of the sector. It is not the purpose of this work to evaluate the results of the policies. In this paper I analyze different sub-periods: the 1995-1998 phase, which is characterized by a more liberal state orientation; the 1999- 2002 phase, which is marked by the defense of the role of the state in the establishment of the public utilities and limiting the access to credit in the sector.
