Gestão metropolitana: reflexões sobre a experiência do Rio Grande do Sul

Abstract

This text is about the metropolitan management institutional measures, conceived and implemented in Rio Grande do Sul from 1988 to 2008, with the purpose of making real the decentralisation and democratization defined by the new federal Constitution. It analizes the state laws, the administractive structures, the new standards of coordination and cooperation among the levels of government and the cases of democratical management that rised in the State thru these years.
