A persistência das desigualdades regionais no RS: velhos problemas, soluções convencionais e novas formulações

Abstract

The main objective of this paper is threefold: a) to discuss the persistency of regional inequalities over an extended period of time, b) to analyse the mistakes that have been made in the interpretation of inequality and the policies that have been put in practice to mitigate such differences, c) to discuss the implementation of new policies to successfully achieve socioeconomic balance.The author also discusses the incapacity of political strategies devised to fight inequalities. These strategies are usually focused on superficial, topical and sectorial aspects which are in themselves uncapable of acting upon structural factors which directly cause underdevelopment. According to the author there is a long way to go in order to achieve forms of planning and organization which include public and private policies focusing on inclusion, participation and dinamization of regional economy. In the meantime, action should be taken to accomplish the improvement of the following conditions: a) the financial recuperation of the State (State and Municipal Administration); b) an increase in the number of years children remain at school, a decrease in illiteracy, and the betterment of teaching conditions and staff performance; c) the revitalization of towns of underdeveloped regions.
