A ineficácia dos programas públicos pró-pobres: o caso do Programa Bolsa-Família

Abstract

The intention of this article is to present problematic current of the Programa Bolsa-Família, related to the report of the World Bank of 2004 (WDR 2004), in accord to the current data of the expenses with the program and its sources of financing. We have as objective to verify if the regulation norms are being followed, which the real impacts in the economy of this money entrance and as the theory deals with the effectiveness these programs of income redistribution.For this in we will use them of research to the normative acts of institutionalization of the program, data of the real side of the economy and searches to the theories of the economy of the public sector. Concludes that a lack of interaction between exists being able them, or either, one total inexistence of "accountability", beyond the fact that the program did not obtain today until reaching its main objective; to distribute income.
