Abstract

This paper is concerned with the competition policy implemented in the area of telecommunications by the Brazilian federal government between 1997 and 2004. The research is focused on the results of this policy, which was aimed at liberating the entry of enterprises in this economic sector so that users could freely choose the services of the company they prefer. The evidence used in this research were: information related to the activities of the enterprises and their respective participation in the market; quantitative data on the share of the companies in the control of accesses of users to fixed and mobile telephones; and the evolution of the taxes. The analysis indicates that a measure of competition, as well as a capital concentration in multi-services firms, has developed in the sector. This process hindered full competition between companies and consolidated the dominance of a firm at a regional level.
