Redes clientelares y ciudadanía en sectores pobres del Gran Buenos Aires, o cómo esta nueva realidad social deshace la política

Resumen
This paper analyses how the global transformation of the relationship between individuals-society-State describes the new social phenomenon of poverty. The new social politics being implemented in the Buenos Aires urban agglomeration mingle with the emptying-up of political life, generating a real imperfection in politics. The approach is based on two axis: firstly, how the new social policies favor individualism, thus redefining social action actors and redefining rights. In the case under analysis - the neighborhoods of Berazategui and Quilmes - the Identification of the population targeted by the public action is not based on a new idea of equality, instead, it intensifies, once again, political clientelism with administrative management’s characteristics. Secondly, how this is seen as a threat with perverse effects, not only over the constitution of social ties, but also, on democratic ways of life.
