- The essay intends to defend the necessity of a socially acepted new ideal for brazilian urban development. This ideal should include critical constributions already done to some aspects of the previous modernization projects and its social and spatial consequences. The diffusion of this new ideal is considered as being specially relevant in reason of the recognized gap between urbanization degree and urbanity levels at daily social relationships and political life. In support of that analitical perspective the essay put together some data about actual institutional and estructural limits to named urban cooperation.
