"Crise" conjuntural das políticas "sociais" ou de referenciais?

- This paper aims at advancing some ideas meaning that, for a better understanding of the recurrent "crisis" of the "social" policies in Brazil, we need an analysis that covers, besides its budget troubles, the political-ideological difficulties in the settlement of references that assure a minimum coherence to this type of policy. This way, the origin of these "crisis" must be searched for, firstly, in the condition of "importers" of political-ideological references on the side of the Brazilian elites and, secondly, in the difficulties of their "adaptation", facing the inexistence of cultural and political — institutional conditions that would make possible a relative overcoming of merely private perspectives and interests.
