Abstract: The discussion about the advantages of local productive systems for the technological and regional development is very well document in the economic literature. However, although the identification and classification of existents local industrial agglomerations have been very well developed in recent years, few advances have been made on the understanding about why such agglomerations have presented differentiate performance. The aim of this piece is to analyze the .special circumstances. that are responsible for this difference through the study of two similar industrial agglomerations. Using the Principal Component Analysis it is possible to indicate the adequate economic policy for each agglomeration based on the features of their governace, millie, infra-structure, among others.
