- Abstract
- ABSTRACT The character of MERCOSUR as an intergovernmental institution is analyzed in the light of institutional theory of international relations. In its perspective, institutions are created to serve interests of their proponents and are efficient when successfully do it. Two axes of analysis are developed: the one of MERCOSUR’s institutional deepening – norms and organizations – and the one of interests’ representation – those shared by all parts (Asunción Treaty – development and international insertion) and those of each country. There was institutional deepening of MERCOSUR, but its political effectiveness is different in the periods after and before 2003. It was an year of political change in the Southern Cone that strengthened integration, the most important of all was the growing importance of “dealing with asymmetries”. This issue is part of Brazilian strategy towards the bloc, aiming that other partners should see it as an institution that besides favoring them economically could serve their foreign policy interests and not only those of Brazil’s regional leadership.
