Empirical investigation of political cycles in Rio Grande do Sul municipalities

Abstract
We analyzed the behavior of the expenditures of the Rio Grande do Sul cities from 1995 to 2008 in the elections scenes of 1996, 2000, 2004 e 2008, in order to detect evidences of significant increases in certain public expenditures in the electoral period. We used econometry of data in panel due the nature of the analyzed data and the fixed effects method. The results suggest that, for the case of the Executive's leaders in the gauchas cities, the electoral calendar exerts influence, statistically significant, for certain public expenses, even considering specific effects to each cities - for example, the population. Although, it is noticed that factors as ideology and alignment in favor of the mayor with the governor's and president´s party influence certain budgetary expenditures, mainly the categorical variables in detriment of the segmented by function.
