Local Production System Policy in Rio Grande do Sul/Brasil: procedures and selected arragements to support

Abstract
This paper presents the results of a research that aimed identify Local Production Systems (LPS) in Rio Grande do Sul (RS) that are target of political support. Institutions involved with the political suport were identified and characterized the methodologies used by them for identification and selection of these LPS supported. Regarding the methodological procedures were used several secondary sources of research that have been qualified through interviews in the institutions responsible for formulating and / or implementating initiatives in the RS. This article is structured into five sections. At first, we present the history of the policy for LPS in the RS. Second, we present the institutions that coordinate and implement policies for LPS in the local and nacional level and the focus of this policies. The third section presents a discussion about the methodologies adopted for the identification of LPS and the criteria for selecting the LPS. The fourth seeks to show the LPS that are the subject of politics. Finally, in the fifth and final section concluding remarks are made. It is noteworthy that although public policy in support LPS in RS has been progress, but also declines and discontinuities, it "survived" to more than a decade and is recognized as an important regional development program in the state. It is possible and necessary to evolve both in order to evaluate and reflect on the policy gaps and possible new LPS to be supported as the construction of tools and methodologies for monitoring and evaluation of policy.
