Workers with flexible contract in RMPA: high increase in precarious labor conditions in the 1992-2008 period

- Abstract
- Considering the changes at work that took place in Brazil, particularly since the 1990, and the spread of precarious forms of work associated to that process, this article aims at analyzing the segment of workers with flexible forms of contract (which includes, basically, non-standard wage employees, self employed that works for one enterprise and subcontracted workers), pointing out its characteristics and evolution during the 1992-2008 period. The importance of the study relies on the fact that this group of workers has presented the worse labor conditions as well as the higher increase in the labor market, in comparison with other groups of workers (standard employment and informal sector). The study is based on data from the Employment and Unemployment Research of the Porto Alegre Metropolitan Area (PED-RMPA). The analysis shows, firstly, that this segment of workers was the only one that experienced an increase in the total labor force, in relative terms (from 9.9% to 16.5%, during the period). Secondly, this group of workers presented the following characteristics, in comparison with other groups: the higher instability in the occupation, the lowest average income and the lowest social protection at work. Based on these results I emphasize that labor market policies should associate work and social inclusion in order to reverse the increase of precariousness that was produced by the recent changes in the work place.
