- ABSTRACT An important item in the agenda of public policy are the policies adopted to stimulate the creation of employment and to generate sources of income for the population. The relevance of this kind of policy has increased since the crisis of fordism and the deep transformations which took place in labour conditions. Unemployment increased significantly, while labour conditions deteriorated. In Brazil, the policies of employment and income generation have improved significantly since the 1990s. Nevertheless, important limits and challenges have persisted. The article explores different dimensions of policies in this field. Important attention is given to cooperative social experiences and to local development. Key words: Employment policies; local development; poverty reduction.
