Abstract: This paper analyzes the public finances of Rio Grande do Sul between 1999 and 2006. It reveals that, despite a limited improvement in the public finances, the crisis is persistent. The governments had limits to raise receipts and reduce expenses. By the receipt side it was not possible to increase governmental income without rising taxes. By the expanse side the limits were: the high payment of the public workers; the lower limits established by law for the expenses on education and health; and, the high debt service payments as percentage of receipts. Simulations about the evolution of the public debt indicate that restrictive fiscal policy may not be the best solution for the crises of public finance of Rio Grande do Sul.
