An approach of the innovative means in Rio Grande do Sul: an empirical analysis of the cooperation networks program

- Abstract
- The process of globalization requires increased flexibility of the structures of organizations especially with regard to its operational dimensions. In Rio Grande do Sul state, the Cooperation Networks Program aims to promote the regional development from the joint action between government, universities and networks of companies. Thus, they meet different capacities for innovation contributing to the spread of knowledge, promoting production efficiency and encouraging sustainable development. In this context, this essay presents the mechanisms necessary for regional development pointed out by this approach of the Means of innovative, and gives its applicability in the logic of the Cooperation Networks Program. Through interviews, representatives of government, the universities, and the cooperation networks indicate how the program encourages the development process as new "savoir-faire" (technological paradigm) are facilitated through cooperation (organizational paradigm) between agents located in the same region (regional model). The results show the Cooperation Networks Program well aligned to the new approach. However, it also suggests the need to adapt and improve the mechanisms necessary for its operation.
