The universalization of telecommunications services: the Brazilian case and international experiences

- Abstract
- This paper analyses and compares the telecommunication’s universalization initiatives taken by OECD countries and Brazil. Especially, those initiatives related to the universalization of the broadband services. The analysis was based, mainly, on OECD reports, on the Brazilian sector legislation and on articles and clippings related to the theme. One can observe that various OECD countries have established several public programs to incentive the expansion of broadband services. Among the OECD countries, the United States, through targeted programs, has already included the broadband access as a universal service on its regulatory agenda. Brazil has also positioning itself according to the initiatives taken by OECD countries, and the recent revision of PGMU and several public programs have demonstrated that the broadband has also been included on Brazilian regulatory agenda. Nevertheless, some challenges to the rise of the broadband diffusion taxes in Brazil remain, for instance, the enforcement of the regulation of network sharing and unbundling and the reduction of the high connection taxes.
