- Abstract
- The Latin American Economic Commission (CEPAL) has always considered external restrictions as the main problem for Latin America development. Therefore, in order to analyze this issue, this organization has proposed the concepts of “centre-periphery” scheme in the 1950’s, dependence theory in the 1970’s and regional integration in the 1980’s. Disregarding protection measures and development policies in the context of globalization, Cepal has created the concept of “open regionalism”. Its principal aim is to promote the openness of regional economies to external competition. The main purpos e of this paper is to analyze the concept of “open regionalism”, its continuity and the rupture with earlier concepts created by Cepal to analyze the international restrictions of Latin American development countries.
