Abstract
The dynamics of modern economies has learning and accumulated knowledge as their main base, which simultaneously depends upon and has consequences over innovations, and changes in institutions, politics, ideologies, interests, etc. Learning processes and the knowledge stock depend upon and generate consequences over economic behavior and social relations. Innovations also occur because of this dynamic knowledge accumulation, receiving influence of the material and institutional structures. Although institutions are relatively hard to change, the frequent tension among them and technologies is an important cause of changes in institutional environments as well in accumulated knowledge, also providing special characteristics to the Systems of Innovation. Having better definitions of these concepts as a background, we analyze how the innovative potential of a country as well as its several systems of innovation result of conscious decisions of firms and policymakers.
