- Abstract
- Several tools are available to asses efficiency, including comparisons of performance relative to similar organizations. The Data Envelopment Analysis (DEA) is a rigorous economic theoretical framework within which efficiency can be measured, involving clear definitions of concepts which have unambiguous interpretation. It is a linear programming based method which enables the measurement of the efficiency consistent with the theoretical based concept of productions efficiency. DEA has been widely used in other countries and the other public sectors areas, but has had very limited used in health care in the Brazil. This study presents an exercise using DEA on comparative evaluations in three years of thirty Medial Services Cooperative (Unimed) of the Rio Grande do Sul. The DEA methodology was able to asses the observed inputs and outputs levels of the Unimed, and their ability to transform resources into services in a efficiency way. DEA was able to produces from each unit a number of different ways of assessing efficiency: an efficiency score relative to other in the set to each year, suggestions for other units from which they could learn, targets for changing their inputs and outputs to achieve efficiency and an analysis to have productivity has been changing over time.
