- Abstract
- In the last twenty years Brazil alternates between the economic paralysis and the staggering movement, all because it abandoned development politics. The same happens to its States. To break this melancholic picture strategies linked to each one particularities are necessary. This article is about this subject, distinguishing the conditioning of strategies, of medium and long periods, from promotion strategies, of short term effect. The options are on the quality of the Instruments available and on the dominant ideology while a political project. This article also alerts for partial strategies and the regional treat between them.
