O plano diretor como instrumento de um pacto social urbano: quem põe o guizo no gato?

- Abstract
- In the debates on the new master plans, made mandatory by the 1988 Constitution for all cities over 20,000 inhabitants, a recurrent proposal was to treat them as "social pacts" between the government and the population, aiming at the socioeconomic reform of urban areas. This paper discusses the viability and the limits of such proposal, in a context of great poverty, social inequality, and a fragile democracy. Besides including the government and popular movements, a plan based on a pact for urban reform must have the support of some "urban elites", such as real estate businessmen and the techno bureaucracy In charge of city management. As a previous condition to design strategies for the pact, it is necessary to know more about the ideas and the specific interests of these groups, which have not received enough attention in the Brazilian planning literature.
