- Abstract
- This paper intends first to identify which are the main streams of thought present in debate about industrial policies. In the second place, there are reviewed here theoretical frameworks that take account of the relation between investment and technological change, where investment is seen as the crucial element for the development of the capilists economies. Finally, it is intended to show here that technological changes are seen by the great majority as the main goal to be pursued by industrial police makers. However, several differences concerning the kinds of political tools to be used still exist. At this point it is emphasized here that there must be a comprehensive understanding of the innovation process. Following this discussion, some concepts and police proposals concerning this process are presented here as a guide to action.
