- This paper aims to demonstrate that the present crisis of the brazilian economy has poHtical roots and very old origins situated within the heart of the brazihan state in its way of capitalist development. Hace where the political conflicts derivated from the heterogeneity of our poHtical elites inscribed their pacts and compromises in a contradictory strategy of development wich took form in the economie policy and the pattern of financing economie growth. In two crucial moments of the economie and political trajectory this was particularly visible:in the govemmentsof Getúlio Vargas and Ernesto Geisel, when development went definitely away from the Prussian model of conservative modemization. This specifity was blurred and even denied by the ideological nature of the debate over the present crisis of the brazilian state.
