- Resumo
- This paper discusses the relationship between efficiency and equity throughout the development process. First, this paper surveys the contributions from Arrow and Sen. Second, the Japanese catching up process is presented (Ohkawa & Kohama, 1989), highlighting the interactions between the social capability and technological development during phase shifts. Third, some hints are drawn from the literature about National Systems of Innovation (Freeman, 1995). From these starting points, this paper suggests that the mutual and combined formation of the National Innovation System and the Welfare System could institutionalise the necessary interactions between efficiency and equity.
