Regionalização e planejamento: reflexões metodológicas e gerenciais sobre a experiência gaúcha

Abstract

This article discusses the problem of the regional division as instrument of government planning. The basic theoretical aproaches are initially described, demarcating the need and relevance of a social and historical research of the problem. In the sequence the trajectory of the regionalizations adopted in State of Rio Grande do Sul is described and critically analyzed. The article concludes with the presentation and analysis of the "Program of Administrative Regionalization" (Programa de Regionalização Administrativa), now in course, its perspectives and possibilities of methodological consolidation to serve as effective instrument of the planning of the regional development in the State.
