Estado, sociedade civil e "accountability"

Abstract

This work investigates the possibilities of the application of accountability mechanisms, seeking to go deeper into the democratic process and, in consequence, to soften the tensions State versus society. The general conclusion points to the perspective of fragility of such mechanism, indicating that accountability, in the current level of development, should not be taken as a mechanism able to solve the initial proposal of softening the tensions between State and society. However, it indicates a way to be possibly followed by the enlargement of A. Przewoski’s idea of circular controls, something that could be denominated as circular accountability.
