Abstract

Duting The Eighties, the evolution of the financial conditions presented by the municipalities of the state capitais in Brazil lead to a growing tendecy to an enormous indebtness. This article analizes the indebtness of the municipalities accounts in order to capture some factors that may explain their present financial troubles. It is clear that Federal or State Government help is most needed to solve the municipalities short tun problems, but for enduring solution it is uigent an effort to recover their own capacity to finance public services.
