A problemática ambiental e a função do Estado numa economia mista moderna

Abstract

This paper aims to analyse the environmental problem under the environmental economics point of view, stressing the essential role of the State in dealing with it.The work focuses: 1) two great approaches to environmental economics; 2) the tools of State intervention in modern mixed economies (speciaUy, USA), which seem to converge to the application of cost-effectiveness analysis; 3) some detailed examples of cost-effectiveness policies, and 4) some suggestions to governmental action at the Rio Grande do Sul State case.
