Development of participative budgets: notes on the processes in Porto Alegre, Montevideo and Buenos Aires

Abstract

This article aims at analyzing the initial organization and the development of participative budgets in the cities of Porto Alegre, Montevideo and Buenos Aires, emphasizing the structural differences of this proposal. With this goal, at first we analyze the organizational models in each city and then after we point out the aspects in common and the differences in the application of the participative budget in these important cities in MERCOSUR.
