The determinants of fiscal policy in the State of Rio Grande do Sul —1970-03

Abstract

The article presents and tests many hypotheses about the determinants of fiscal policy of the state of Rio Grande do Sul state between 1970 and 2003. The results confirm the hypothese that budget institutions are an important determinant of primary deficit, and there are evidences that the primary deficit tend to persist from one period to another.
