Abstract

In 2003, the Brazilian government announced the Guidelines for Industrial, Technological and Trade Policies. The purpose of these guidelines was to develop a new set of industrial policies that were supposed to be implemented in a context of strong fiscal restriction, economic internationalization and privatization of the instruments of intervention of the national State in the productive sector. The implementation of these new Guidelines demanded a new institution environment; therefore, by the end of 2004, the National Congress approved the creation of the Brazilian Agency of Industrial Development. With a hybrid juridical nature and central coordinating functions this institutional solution innovates as compared to the previous experiences of industrial policies. The purpose of this article is to describe and analyze this process in the context of the theoretical trajectory that involves the industrial policy, in the current economic conjuncture and the institutional challenges for the new policies.
