Abstract

Abstract The article discusses the performance of large industrial groups considering the global value chains. In this approach we can observe the role of a multinational company when it is commanding the chain, whether as a final producer or as an international distributor. Based on these referential, the article discusses the dynamics of production and diffusion of innovation, the territorial strategies of the large companies and the consequences of the reorganization of the productive processes to the industrial employment. The analyses concludes that is only combining State policies with a representative local governance can we avoid the weakening of the productive tissue due to the internationalization of productive chains, restricting endogenous development. It is important to emphasize that in the present context of reduced state intervention capacity, the implementation of policies combining local development and globalization is being very difficult.
