Abstract

The experience of the Uruguay River Planning and Managing Committee (Comitê de Planificación y Gestión dei Rio Uruguay) in the Argentina- Uruguay border developed itself in a scenario where the historical, cultural, and structural conditions through which the whole process undergoes are taken into account. Among other points, the author propitiates a discussion on the "resistance" variable, on action originality, on the concept of border, and on paradigm crisis.
