Sociedade, desenvolvimento e o papel estratégico do Estado: uma reflexão sobre o surgimento da Governança Pública.

Abstract

Through a dialogue among the Economic Science, Political Science and Public Administration, the study discusses the relationship between State and society. Emerging as a strategic agent for the development of society that broke the XXI century demanding a paraeconomical outlook, the State comes to correspond the coordinating role of the relations among itself, the market and civil society, to overcome the hegemony of economical interest. In welcoming the idea of social multidimensionality, the discussion identifies limitations of Public Administration to enable this new role of the state; on the other hand, it announces the Public Governance as a movement that, resuming the democratizing ideas, contributes to understanding the praxis of this new agent responsible for guaranteeing the coexistence of different interests and rationalities in a development project.
